What can I do to make eyeliner stay put

When l wear liner on my top lids it always ends up on my upper brow area.

It just rubs right off my lid and onto the brow. What can l do to make it

l use a pencil type now by Benefit. l like it because it goes on

you take it off. I know it sounds kind of weird but it really does work!  
 
The only pencil eyeliners I can wear alone without having to worry about  
smudging are Urban Decay is 24/7 Glide On Eye Pencils. They're awesome.  
And the Sephora Brand Flashy Waterproof Eye Liners. Also amazing.  
 
Another tip is to buy gel/cream liners or liquid liner, which usually stay  
in place better. Or you could prime ur lid before putting on eyeliner. That  
also helps.

5.Are you using a cheap brand? Though they may be expensive, name brands  
normally work better, I use wet'n'wild, mac, maybelline, and im waiting
